West Park Jr Panthers Boundary Policy
As a feeder program to West Park High School (WPHS), the West Park Jr Panthers (WPJP) must adhere to the same boundary guidelines established by the high school for participation in our program. This policy ensures alignment with the Roseville Joint Union High School District (RJUHSD) and is in effect beginning in 2025.
Boundary Guidelines
Starting in 2025, athlete registration will be based on the athlete’s residence address as it corresponds with the boundaries of West Park High School. The residence must align with WPHS as the athlete's designated home school according to the RJUHSD School Locator. Proof of residency will be required through either:
- The athlete’s school enrollment form, or
- A utility or mortgage statement verifying the athlete’s address.
Exceptions to the Boundary Requirement
Exceptions to the boundary requirement will be considered under the following conditions:
- Priority Registration: Athletes who reside within the West Park High School boundaries will be given priority.
- Staff-Related Exception: Athletes with a parent or legal guardian employed as a teacher at West Park High School will be permitted to register, in accordance with RJUHSD guidelines.
- Out-of-Bounds Athletes: Athletes living outside the WPHS boundaries will only be considered for participation if necessary to field a full team or squad. Requests for exceptions will be reviewed on a case-by-case basis by the WPJP Executive Board and Registrar. Such requests should be submitted via email to registrar.wpjp@gmail.com.
Athletes Who Have Participated in Previous Seasons (2021-2024)
Recognizing that this policy is a change, 2025 will be a transition year. Athletes who have participated in two or more football seasons between 2021 and 2024 will be given priority for registration in the 2025 season. Priority will be determined based on:
- The number of seasons an athlete has participated in the program.
- The athlete’s current standing within WPJP.
While this will be a transition year, it is the long-term goal of WPJP to follow the West Park High School admissions standards moving forward.
Future Seasons
In future seasons, the program intends to focus primarily on athletes residing within the WPHS boundaries. However, consideration may be given to athletes residing outside the boundaries only when necessary to field a full team or squad. Requests for exceptions will continue to be reviewed on a case-by-case basis by the WPJP Executive Board and Registrar.
Alignment with SYF Guidelines
This policy is in alignment with the 2024 SYF Rulebook, which states that SYF teams must be supported by their local feeder high school and coaching staff. Teams are encouraged to recruit participants who reside within their high school’s enrollment boundaries. Placement of out-of-boundary participants will only be authorized when absolutely necessary to fill team or association needs, and such placements should be considered a last resort.
